knitting instructions, what does this mean?

I’m knitting my first sweater and I don’t under stand what this means:

Bind off at neck edge 3 sts once, [2 sts] stitches twice and [1 st] four times.

I don’t understand what I am supposed to do. I know what the abbreviations stand for, but I don’t understand how to do what it is asking me.

1. bind off (cast off) 3sts at neck edge on next row, work 1 row,
2. cast off 2sts at neck edge on next row, work 1 row,
3. cast off 2sts at neck edge on next row, work 1 row,
4. cast off 1st at neck edge on next row , work 1 row
5. cast off 1st at neck edge on next row, work 1 row
6. cast off 1st at neck edge on next row, work 1 row
7. cast off 1st at neck edge on next row,

1 = cast off 3sts once
2 & 3 = cast off 2 sts twice
4, 5, 6 & 7 = cast off 1 st four times
